The purpose of the program is to assist federal, state, and local agencies
and governments to develop plans to protect watersheds from damage caused by
erosion, floodwater, and sediment. Resource concerns addressed include water
quality, wetland and water storage capacity, and rural development. The focus of
the plans is to use land treatment and nonstructural measures to solve resource
