The purpose of the Resource Conservation and Development (RC&D) program is to promote the wise conservation, development, and use of human and natural resources, improve the general level of economic activity, and enhance the environment and standard of living in the First State RC&D area. Current program objectives focus on improving the quality of life through natural resources conservation and community development. These activities lead to sustainable communities, prudent use (development), and the management and conservation of natural resources.

The First State RC&D Area, which encompasses the state of Delaware, is a locally sponsored area designated by the Secretary of Agriculture for RC&D technical and financial assistance. The area provides technical and financial assistance for land conservation, community development, and other environmental, social, and economic needs.
